城市更新语境下的历史街区城市设计——以济南商埠区“一园十二坊”及周边地区为例

Urban Design of Historical Blocks in the Context of Urban Renewal——Take "ShangBu district" and its Surrounding Areas as an Example

摘要:

依托济南商埠区“一园十二坊”及周边地区设计实践，尝试搭建城市更新语境下的历史街区城市设计技术框架，即：摸清存量资源家底，剖析发展瓶颈诱因，以历史观和发展观引导区域精准定位，以运营视角下的需求研判为导向选取更新路径，从而形成以特色空间格局为本底，功能优化为驱动，触媒项目为催化剂，历史文化资源保护与利用为脉络，强化空间环境特色与区域支撑系统的城市设计规划策略闭环。在实施层面，提出通过构建一体化策划设计方案体系，建立触媒项目带动的一体化项目运作机制，搭建政府、居民、企业、商户等多元主体参与 平台，实现区域人、地、房、业不同领域的一体化更新。

Abstract:

Relying on the design practice of "ShangBu district" and its surrounding areas, try to build the urban design of historical blocks in the context of urban renewal. Find out the background of stock resources, analyze the incentives of development bottlenecks, guide the accurate positioning of the region with the view of history and development, and select the renewal path guided by the demand research and judgment from the perspective of operation, so as to form a comprehensive urban design framework driven by the characteristic spatial pattern and function optimization. At the implementation level, by building an integrated planning and design scheme system, establishing an integrated project operation mechanism driven by catalyst projects, and building a platform for the participation of multiple subjects such as government, residents, enterprises and merchants, so as to realize the integrated renewal of different fields of regional people, land, building, and industry.
