改建旧城要逐步改变它的落后面貌和局限，使之现代化；同时也必须保留、继承和发扬旧城原有的独特风格，又要有所创新，力求反映社会主义祖国的巨大成就和人民群众的创造能力，体现出作为社会主义新时代人民首都的新格局。我们应当积极贯彻党中央及国务院批准的《北京城市建设总体规划方案》和文物保护法，积极保护古建筑，重视古建筑四周环境和谐，要建设首都精神文明风貌，美化古都环境。

Abstract:

The purpose of rebuilding the old city is to gradually change its backward appearance and limitations and modernize it.
